Charles Albert "Dutch" Ruppersberger III (born January 31, 1946) is the U.S. Representative for Maryland's 2nd congressional district, serving since 2003. He is a member of the Democratic Party and served as Ranking Member of the House Permanent Select Committee on Intelligence from 2011-15. The district covers parts of Baltimore County, Anne Arundel County, Harford County, Howard County and Baltimore City.
